Convert a Template to a Website

Would like a PSD web design to be converted into a fully fictional responsive SEO friendly website. The website is a listing directory for Lodges and Guesthouses. The search input on the home page reacts like Google search, the minute it begins to receive input the user is take to the searches page and listing are arranged by an internal rating system according to default the default selection on the radio bars. The user can then customize the search using the radio buttons. The rating system rates establishment by how far they are from the users current location. Establishments must be able to click "get listed" link on footer to add listing for free to the site. all listings must be authorized before the can go live. When users lick the advertise link in the footer their information is collected as leads for the featured section. The featured section content on the home page will be determined by the users current location. The featured selection the search page will be determined by search string so that it is relevant to the user. If no featured content exists for a location then the featured sections will be populate with random featured content Our goal with this project is: "We want a website that establishments want to get listed on simply because accommodation seekers find it easy and fun to use, all this so that we can attract high paying featured listings."
