CMS / WordPress bi-language website

I need to build a Qigong website. QiGong is a Chinese internal energy practice which is similar to KungFu. A) Here's what I need:- 1) 16 pages CMS 2) bi-languages with Traditional Chinese and English - If you can't read Chinese, you will need to provide a method for me to enter all Chinese myself. E.g. You create the site with bi-languages but both in English, then I modify all text in control panel. 3) Design: i) you can take reference to my old site [login to view URL], and design it under my instruction; OR ii) I can provide you with my design in PSD, and you convert it into CMS. B) Optional Requirement: I want to sell some items on the site, say about 10 products:- 4) What is the lowest cost method to do so if I would like to use Paypal as payment method? When you contact me, please SEPERATE your price for Part A and B so that I can consider whether I would like to add Part B. C) Please also answer the following questions: 5) If the design is going to prepare by you, what is the price of ONLY Part A? 6) If I provide the design, what is the price of ONLY Part A? 7) What is the price of ONLY Part B? 8) How long do you need to prepare the design? How many time I can modify it? 9) How long do you need to finish the CMS website? How many weeks I can have to modify and test the functions?
