B2B portal website required - similar to Alibaba.com

The site we are modelling our requirements on is Alibaba.com. We require a CMS website that incorporates most of their functionality. The design of the website must allow for two different languages for each page. The user interface and content must be able to change from Chinese to English and English to Chinese. We will provide the English and Chinese content. After this point, the site needs the following: Membership: Ability to have free and paid members, with a difference in the features that the free members see versus the paid members. Message Centre: Ability for free and paid members to send secure messages between themselves. Products: Ability to view products, either a single page per product or list of similar products or gallery of products. Suppliers: Ability to register as a supplier and ability to upload company profile and bulk-upload products onto website. Buyers: Ability to register as a buyer and post a buying lead that can be viewed by paying members first, followed by free members at a later stage. Promotions: Ability to select products to a separate page and then show a before price and now price to show how much the product has been discounted. Services: List of articles that show all the services we offer. Support: Links to company details, contact us, and support documents. SEO: The site must have an seo friendly design and seo friendly urls. Our preferences are as follows: 1. Platform: Joomla. 2. Design: Rockettheme. We will provide the theme. 3. Components: Mighty Extensions. We want to use existing commercial components. 4. Custom development: We want to avoid custom development, to keep the cost down. 5. Turn around time: The sooner the better, please advise how long it will take. Please note that these are just preferences. If you have a completely different platform, design and list of components, please let us know. We are looking for a patient and flexible freelancer that can work quickly and will be able to assist us with working out the finer details of the project. We have a general idea of what we want, but we need someone to be able to fill in the missing pieces to make this project a reality.
