Android to PC (vb/c#.net) communications via Bluetooth

I am needing an app that mimics this app currently available here [[login to view URL]]. It has a nice set of features but also lacks a lot when it comes to the SDK/API. Please also check out a video of their app [[login to view URL]] in order to get an idea of all that it does to better help you vision what I am looking for. The features I am looking for in my app are the following: - Ability to call a number (from the contacts list (showing image(s)) or Dial pad) - Ability to answer a call (shows the users image and phone number on screen) - Ability to hang up a call - Ability to get the contacts (with images) The SDK/API needs to do all the above via listeners (especially listen for incoming calls). It can be coded using VB.net or C#.net. All communication will need to be done over Bluetooth. I will not want to use Wifi or USB for this. My max spending for this will be set at $200 or less (naturally the lowest offer will be first to be picked based on experience). If you quote something higher- than don’t bother posting it here. If you do post it at a higher price than $200 then I will delete it. My development environment is Visual Studio 2010/2012 running .net framework 4.0. You will need to put a step by step process on how you would do this project in the email/quote you send me to know its just not a copy and paste thing that most company's do on here.
