Customise AutoCAD LISP

I am a fluent CAD user and looking to create some customised CAD commands and short cuts for drafting and analyse the subdivision plan. I have full version AutoCAD 2015. I used to work for a company that has an in-house CAD draftsperson who could develop these by 'scripting' CAD? I am looking for someone who can do that and develop the following for us. Please also refer the attached image. 1. Lot sizes: a function that allows us to know the size of the lot when we pick point within a lot. Or generate it all at once if possible. 2. Point to point dimension: dimension of a line will show up when we click on both ends. Or a more efficient way? 3. Splay corners: ignore. I can just use chamfer. 4. Create lot boundary at once: if all lines are closed, can we select all and automatically create ‘boundary’ for all. Instead of using the boundary function and generate it one by one. 5. Lot analysis table: probably the most important one. Is there a way to develop a command that generate this analysis, based on all the closed boundary for each lot or dimensions we created? Instead of manually counting them? Also, generating different colour of hatching based on the lot sizes. Happy to clarify anything further, and work out a way to do it remotely.
