This task could be more easily implemented as a browser extension. The browser extension could run a script on each page that would submit the form at a specific time. The problem is that your computer has a limited number of cores and your connection to the internet has a limited number of physical channels. Even if you increase the maximum number of connections per server setting for the web browser, the cpu code is being queued to run on the processor and the packets are being queued to pass through each internet node. There's no way to make the packets generated by each page's action to arrive at the server simultaneously.
