community website + advanced rating system

We want to develop a community website that will have A.) up and down the below features and b.) a competition rating system based on subjects that the admins will create (more info for this system below). Features such as: Secure Login Admin notification of new account request Simple admin approval of new account Admin editing of profiles Admin deletion of profiles Automatic screen width adjustment (important for older PCs and browsers) Profile with interests, photo galleries, introduction, etc. Text file browse and upload from member's PC to folder on profile Message other members Email notification of new messages Simple, one click button to say "hello" to another member Profile privacy levels, public, private, etc. Request to be a friend of other member Accept friend Block a member Totally hide profile from all but selected members Full listing of source code Installation on our server Competition System: Briefly how it will work. The admins will create a competition (example: best pet of the month) which the users will compete by uploading an image/phrase/video/content. When the competition ends the best 10 rated users content will display. ***this is a short idea on how it would work We are thinking the best and fast way to do this is by Joomla and Jomsocial
