Android APP Animation with API RFQ Process

I need an APP on Android that shows an animated character wich will interact with the user by talking with them. My need is focused on the animated part, design and also the ability that the animation is able to let me interact with our backend. Conversation Logics is on us we need the animated part. For this first stage I´m going to only require the technical design of the job and the explanation on how the Animation will allow us to interact with our backend. The requirement is a technical fully explained document wich will disclose technologies to use, details on the animation process and the explanation of how will this work. This document will be used to create a technical specific RFQ that will be also published here to let other programmers to post. In this moment we need to understand better the specific requirements we will do to a designer.
