Data Recovery-System Restore Tool

This project has been posted in the past, however, no success to chose a technically qualified who was able to deliver. The simple description of the project is to create a tool which is installed on a PC, stores all the critical information in a safe (partition or space on hard disk, write proof? ). In case of any system failure or windows failure (no hardware failure), the user should be able to get the working windows back with all the data on the HDD. I am more than happy to clarify any additional points in this regard with someone who understands the technology (windows/OS/SDK) and request only people with strong understanding of HDD functionality, data storage and recovery methods on HDD, Windows OS need only respond.
