PE (PORTABLE EXECUTABLE) Encrypting or packer or UPX modifier

My VPS IIS6 ASP WINDOWS 2003 PLATFORM service needs PE (portable executable) encrypting and/or compressing WIN32 CONSOLE application without any GUI but with parameters (parameters send through [login to view URL] or BATCH .BAT files) or UPX compressed files modifier. The power of your console encrypting tool is not so important, just some minimum requirements (reverse engineers will anyway crack everything eventually). Important is your constant (lets say once in a week or two) update of encrypting or compressing algorithm (minimum changes are very OK, nothing special required in that field). These updates will be paid naturally. It is a very long-term project.
