Software should work off of real-time tick data. Use machine learning algorithm on order flow (bid-ask spread). It should take input from user on percentage of funds to risk per trade; an input for max contracts, lots, shares; and inputs for start time and end time. Preferred trading platform is TradeStation, or TradeStation API.

I've written similar project in python for crypto coin trading... I should mention, I didn't profit much:), nevertheless, I know very well on how to do the job programathically... Also, order flow is not the best indicator for developing market strategy, but then again, I know hot to do it.
