I'm confused :) About C#, this is just a programming language which has similarities with C++ and Java, moreover it requires NET-framework to run programs that have been designed by it. In my opinion, C# is not good solution, trust me! C and C++ is the best choice! I'm not sure what you meant by this "...Not sure if its best online or offline for Windows."
