Build me a job portal which adds on to my existing wordpress website -- 2

Don't submit a proposal without quoting/reading the below requirements. PLEASE READ JOB REQUIREMENTS ESPECIALLY THE THIRD/FOURTH POINTS. All the pages must be mobile responsive. I need a developer to build me a job posting and accept system within my WordPress website. Each page should have a user login form to access each of the pages I’m asking you to create. I will give you the details of the user logins later in the post. Firstly, the MANAGER user should go to the “POST A JOB” page to post a job listing for the courier drivers. The job posting form should contain the job title, job description and when the job listing ends. This page should only be accessed by the manager. Secondly, after submitting the job listing the MANAGER user should be able to see the listing on the JOBS DASHBOARD PAGE. This page should only be accessed by the manager. Thirdly, on the “JOBS” page the COURIER DRIVER different users should be able to accept jobs and also see what jobs they have accepted on the website front-end on the same page. This is one of the issues with the recommenced plugin can’t seem to get this to work. The front-end webpage will vary depending on courier drivers as they will accept different jobs. Please make sure you understand, webpage display will be different for each courier driver as they will accept different jobs. Fourthly, the MANAGER user should be able to see what courier driver username accepted the job on the front-end or back-end of wordpress. I would prefer front-end. Please note, it needs to say the courier drivers username who accepted the job with the job title. I would prefer this to display on a page called “ACCEPTED JOBS”. This page should only be accessed by the manager if front-end. This free plugin does 90% of what I need, the only issue is that when the DRIVER user logs in to accept a job there is no way for them to accept the job. In addition, if you find a way for them to accept the job, I need it to be display to the manager on the ACCEPTED jobs page. If you do decide to use the plugin, I recommend make sure you can get the third/fourth step to work first. The driver accepts the job not applies.
