I used to conrol upto 10 sensor inputs and many outputs. Proposal: use port pins of PIC to sense the presence of voltage.. the input shuould be isolated using opto coupler we will use internal clock. The power outtage will be logged in the controller EEROM or can be send over serial port to computer or we can generate fault signal. PLC utput will drive the control rely on which intern will trip the contact wired in series with the stop button.
