I have a circuit that isn't working as it should. This circuit should convert a sin wave to a square wave, then the frequency of the signal should be divided by 10 using the HC4059. The signal looks very nice all the way until the HC4059. After that IC, the signal looks terrible from varying frequency. I need to know why this is happening and how to fix it.
