I'm a mechanical engineer - specialized in the industrial robotic field, 3D designer and modeler (from time to time and some projects I could make the functional prototype too).
I'm doing product design, industrial design, reverse engineering, ideation, etc.
I have over 15 years experience working on various systems/devices across multiple industries, from concept to launch.
1 - given the volume required to be sucked at a time, i guess the liquid(s) is kinda sensitive (even toxic or precious), so it needs to be handled with care...
2 - instead of a vacuum suction device, i would go with a syringe pump (which to work in reverse) and this will feature a lot of advantages
3 - using syringes will reach all the requirements (easy to reach out the receptacle, change it, dispose or sanitize, etc, etc) plus will not be necessary to design and manufacture the receptacle
4 - the device could be designed to be recharged at both 110 and 230VAC and to have an adjusting button
5 - agreed on the intellectual property transfer, and if needed, you may send the contract
6 - would be useful to see what you mean by modern, economic and ergonomic design (some example of existing products) - i suggest you to look for laboratory pipettes
