I want to be able to compare conditions of employment between approx 240 schools. I need to build an Excel database from scratch, with 1 worksheet per school and the ability to compare and run reports on data between selected worksheets, as well as select which data to display given a user-input preference. I am flexible in the way in which this task is resolved. It must be end-user-friendly and allow for new data to be input by an administrator on an ongoing basis.

For long term maintenance it is important that the Excel workbook/database is designed carefully. Using strict database design principals each sheet should be treated as a table storing related data.
