Build A Website

I need a website built with the following: - Ability to Choose Readers/Visitors Language - Agility to Choose Readers/Visitors Country/State-Providence/City - Member Log-In - Easy Payment Page - Easy Back End page to accept new members, payments, etc. - Member Template Page (ability to change feel of personal page) The site will be a directory with each member having own page and choose from a small number of templates (where I will have the ability to add more). Members will either individuales or groups; Basic, Gold, Cotton or Spool. - Basic = Free - Gold = Paid - Cotton = Special Member requirements - Spool = Special Group requirements and benefits** ** Accounting abilities and have inner members. Example: Hiking Club could be a Spool Member and they would have there own accounting (income/expense, etc.), members with information, simple printable payment-receipts for there members, and other abilities.
