Came here to suggest you that you request Google Cloud Platform to increase your quota limits for those 2 APIS. You can do that by going into IAM & admin -> Quotas from Cloud Console. I hope by increasing your quota limits your problem will be solved. If you still encounter any problems I will be happy to help you with Chat for free.
