Hi! Professional Unity developer here. I can come up with the similar game for ~3500$, everything included. I can cover Android/iPhone. I had no chance to work with Windows Phone yet, so do not want to include it here. Since Unity 5, you do not need to hold pro license, so I do not own one for Unity 5, but I have pro for Unity 4. You will get very performant and optimized game, with visuals slightly better then on the screenshot to adapt to wide range of devices, flexible and responsible controls, and good driver AI.
