I'm not an Django expert but I do know Django models and can do this with the any chosen Backend server. I guess you are planning to host it on cloud with a service like Amazon RDS, I do have some experience with RDS. I'll approach this problem like this, we need two databases one temporary store named "LANDING" and one production store named "PROD" In LANDING, we will upload the files and store them in some intermediate format (Table or JSON). We will allow the user to view the data before uploading to production. Once user selects "Upload to Production" it'll transform the data as per PROD schema and upload it. PROD stores production data. Once data comes here it is assumed it is correct. The two step process is necessary because in the future we can add features like, 1) Integrity checks 2) selective loading ie) user can select what securities to load, what to ignore etc It may appear complicated in the beginning but helps a lot. In fact, I've some experience with Data Warehousing and people chose Data Warehousing solutions to clean up data before loading. However its completely upto you, if this is an one time task then we don't need two step process. I do have one condition, I prefer weekly payments with clearly defined weekly milestones.

I am quite interested in doing this project because I used to work for a major financial firm in London. I have seen how trading applications understand market data for various markets. I believe that I have a fair understanding of what you are trying to achieve. Needless to say that I am a seasoned Python developer and have a working knowledge of Django. As side project I am trying to get market data from various sources and display it as real time as possible on a dashboard. But as you already know real time market data is not cheep. And even if I pull data from Google Finance and Yahoo Finance scraping there is no guarantee that I will cover I all the exchanges and symbol. My project is just educational so that I can get a hands on experience of web crawling and scraping etc but your project if I am not wrong is targeted towards back testing of algorithms using previous data (which I know is more easier to find).
