Flash Ad Creator

I am looking for a flash generator software to resell. It should be downloadable and easy to install and run. I want it pre-loaded with over 60 flash templates for advertising banners.. 1) User should be able to customize it with their own wording.. 2) User should be able to change positioning of the text 3) User should be able to add animation to text 4) User should be able to add graphics to background if needed 5) User should be able to speed up or slow down movement of text 6) User should be able to easily save and generate code so they can add it to their website.
