Bidding website for a small community(repost)

I require programmers to create a unique community website for a small place, where people can put-up notices and post pics. I have sketches to illustrate the layout and how i would like the user to move from one page to another. Complete website design services shall be required from scratch. Brief sketch layouts are available on request. Design and requirements are project specific and has been termed challenging by some programmers.
