Document Management application

A web application based on ASP.net 3.5 or higher (VB.Net), with backend of MSSQL2008, the design and user interface should look like the attached screenshot. A way to upload documents and files to db, then to open them through the application. The subimitter will upload a document/file then select someone from his list to review and someone to approve and it will go to their work list to process or reject, if rejected then give the reason and the document go one step backward for checking, if accepted then it will go to implimenter and he will check and comment if needed to submitter or publish. The folders and subfolder will be created by admin, and the treeview list will read them from db, files will be added by user to the folder/Subfolders they have access on only. Edit/Update/Delete should be included, an advance search and filter? functionalities should be included, AJAX/JQuery should be used. User Management mocule should be included(Add/Edit/inactivate/give privilages) 5 users security group will be included. Reports and Audit trails should be included. Email Notification should be included. Draft Technical? Documentation should be provided at the end of the project. The code should be commented in very professional way for a new programmer to understand in furture the code for any modification. A message Notification should be included where it shows alert messages from db,? like the one we have on [login to view URL] site at the top.
