Website Search Engine and Database

I'm currently building our companies website [login to view URL] The website was a Joomla template. I want to modify a section of this template to add a custom search engine. I want to replace the Showcase section of this website and put in its place a search engine where it will allow my customers to search for contracts. I dont want a simple search bar, I want it to go along with the graphic sceme of the website and a custom tag line that would say something like "Search Bid For Free Now". Along with the search egine part , you'll need to develope the correspond pages such as; Search Result page Result landing page Etc Another feature I want to add to the search function is that when a user clicks a result prior to them viewing the end product I want a screen to pop up and give them 2 options Option 1 Get the bid documents for free , In this option they will go to a screen and scedule an appointment to talk to one of our consultants who will than send them a copy of the bid documents. They will input their information and then the site would record the lead and send me an email. Option 2 They can download the document now for $1.99 fee. At this point we would use paypal as an payment portal. Now the second part of my project is the important part. When a user conducts a search I want to search the following probe the following sites for results [login to view URL] Im open for options on how to retrieve the information. The information on this site are updated daily if not more often. The site catches information from 1,0000's of government sites and displays them in the search results. I basicly want to do the same exact thing. Thank you.
