Blackboard and BANNER integration

Our company uses LimeSurvey([login to view URL]) to offer student surveys and end of course evaluations that are taken by students in K12 school districts and universities. For colleges and universities, we need to hire a developer who can do all the integration work between our survey and the university systems. Specifically, we need someone who can build Blackboard APIs, Blackboard Building Blocks (here is helpful info on these: [login to view URL]) and who can integrate with BANNER Student Information Systems at various universities ([login to view URL]). Banner builds upon the Java Platform using the programming languages Java and Groovy. We are looking for someone who has done a BANNER integration and/or built a Blackboard API or Blackboard Building Block. Each time we win a project with a college, we would hire the person/company we select to do each customized integration into the university's systems that allow a data pull, a data feed and the ability for our survey to be accessed by employees and students from Banner/Blackboard and not have a separate login.
