Hello, We are Google Scholar Professionals in Android Development, who loves building Android apps for different organizations/community. We have recently developed a ScholarQuiz app using firebase as a backend for Google Scholar students, that lets students appear to the quiz of their subscribed channels irrespective of time and date. It Notifies user when New quiz set get published. This seems similar to your requirement. We can develop your app with many other features, like Google login and authentication.
