Build an OpenCart Plugin to create custom shipping method and forward orders details to an external API

lo everyone, I'm seeking an open cart plugins developer to build a simple plugin for me as follows: The plugin is made for our shipping company and is intended to forward open cart orders to our website through our API ONLY IF the order was confirmed and has our company selected as the shipping method for the order. The plugin should do these effects after installation : 1-A new shipping method under our company name should appear on the checkout page. 2-A Settings page for the plugin to enter shipping-company-API-key, so the open cart store can be linked to a particular account in our system. 3-When an order is placed and payment is confirmed, the plugin should automatically check order's shipping method, If it match our custom shipping method it should call our API to forward this order's details to our system. And the order processing should complete normally in the open cart store like the default behavior, The API call should be done under the hood. 4-Implement some technique to ensure every order is "synchronized" and sent to our website in case if there was an error in our API call during the checkout (ex: our site was down, so the plugin should sync that order later in this case). 5- The plugin should support both Arabic & English, Just send us the English version of the language file and we'll translate it for you. 6- Upload the plugin to opencart extension store Please note that we need the API call be implemented within the PHP script for security reasons, we do not need any JavaScript code regarding this matter.
