Sounds like a great project. I had an employer who wanted something similar but a very basic version of what you are looking for. The time to deliver the software may be much shorter then what I suggest in the bidding. Hello, My estimated time for completion of the task is for a regular email. If you need a complex email with design and other features the price and the time should be increased. My solution consist in a php script file which must be included in the cron task on the server. If you won't use it in a live server than it may be ruled manually by you anytime you want.
