Need to add new feature in android app and need to create web and api

I need an email marketing app from where users can send email using their default email app. Email template and content will be fetched from web server and user able to send html based email templates. email template will be dynamic and it's content also will be dynamic. Need to create api as well and it should be in core php Need to some auto notifications in the app. if user idle , daily reminder etc. Need to add admob mediation with facebook ad network. also need to add native ads , banner ads, interestitial ads, video ads etc . will explain all the points in detail in chat. my maximum budget for this project is Rs14000 and please don't bid , if you can't do in my budget.
