I have a new OVH VPS server. When I try to open a *.pl file, the page gives 403 Forbiden error. Probably need to install a perl module to run CGI or something like this... I need a server expert to fix this right now please !

403 error looks like the issue is with the cgi directory permission to the web server user.. i can help you with it.. I am sr. server engineer and i can fix it. Please do let me know if we can move this forward.
