I have created several PHP scripts for the company I work in which are executed using CRON, from PHP CLI, but also can be executed using HTTP calls. I also did projects involving getting images from remote URLs, using both cURL and file_get_contents from PHP. This script you are asking for should have two parameters, one for the image URL to pull from, and the other is the path to save to.
