My proposal is to build the infrastructure behind a SQL Server backend or MySQL. Depending on how much data you plan to process may pave the way for a high-end SQL Server. Building this with .net is in my wheelhouse more that PHP or other technologies. We should use GIT as the code repository so many of us can pull changes to our own environment and work on it.
