We have a Registration Form that users Telephone Field to create a username on our wordpress website. Also, we have a script running to validade if the phone is valid or not to create that account. When user creates tries to create a new account with the same number, wordpress doesn't block the registration. Instead of it, id adds a number "1" after the telephone typed in the field and finish the registration. The problem is at our snippet that doesn't block it the registration if the username is already in our database.
