There are different way of synchronizing two database / tables located on different MS SQLservers depending on scenario you need. One is SSIS package, other is replication. there may be other options available like automatic backup / restore etc. Let me know what you need and i'll proipose a suitable sollution

I'm a bit unclear as to your requirements here but from the sounds of it there are a number of ways this could be done. It will depend on your data sources and available resources. A C# application could certainly work for most cases. I could also use SSIS which is Microsoft's data integration solution. If it is a very large replication project BIML can be used to speed up development. For the last few years I've specialized in business intelligence development, especially data integration and warehouse. So I'm sure I can find the best solution for your project.
