Write Desktop Application To Post To Specific Category On Classified Site

Hello, I am looking for a programmer who can develop an executable (.exe) desktop program that will be able to submit posts to various classified websites. When the desktop application is started by the user, the user will be able to upload their classified advertisement to be submitted to a SPECIFIC CATEGORY on a classifieds website. The user will also be able to tell the software application when to re-submit the advertisement as well as how many times. Example: A user could tell the software application to re-submit the advertisement every 72 hours. This application will be designed for use to submit to only one specific category inside of the classifieds website. We do not need to submit to additional categories. I have drawn up a complete spec sheet for this project. The software must be able to be deployed to different users so that each may use it on his/her desktop.
