Automate Oracle Database restore (form DMP file) to public database in non-oracle format

Every day an Oracle database is backed up (in .DMP format) and is posted to a public FTP folder in compressed RAR format ([login to view URL]). I need your help developing an automated daily script that does the following: 1. Uncompress the RAR file 2. Opens the .DMP file 3. Gets all the database structure and data and restores it into a cloud and not expensive database type (like mysql) -->Everyday the mysql-type database should fully be replaced with the structure and DATA of the .DMP file. ---- The issue is that I do not have an Oracle license and I would like to be able to make any kind of queries of what's inside the DMP file without paying for an expensive oracle license. Solution must be in the cloud, as I plan to connect Zoho Reports to mysql database (or whatever Databse type is chosen)
