Hi there. I've read your descriptive and understand that you want an app developed in Unity that basically scans QR codes and based on the scanned code it shows animation for a 3d model. This sounds like an augmented reality app where you might want to augment/show a 3d model animation over a scanned QR code through the camera and you want a timer that expires after 4-6 seconds after which you want to show some interesting points on the screen. This is entirely possible with Unity and Vuforia. I have already worked with Unity and Vuforia combination in a lot of projects with ranging complexities. For your project let me give you a glance of what I will do for you: 1) Create mechanism that scans QR codes through device camera. 2) Write code that triggers when the QR code is recognized and starts showing animation for 3d models. 3) Write timer function that waits for 4-6 seconds and then shows interesting points to the user. 4) Connect everything with the UI interface, 5) Perform thorough testing of the full system and make any changes that you'll require.
