I would like to detect new tweets of a given account (@jack for example) with <2000ms latency. I've tried streaming on Tweet v2 API and it does not work. The project should deliver an MVP program in python. Any bidder please explain how you'd like to approach the project please, thank you.

Hello Sir, It is difficult to reach past tweets using API. You can withdraw up to a certain time and up to a certain number of tweets. But with web scraping you can collect as many tweets as you want. I can collect the tweets you want and deliver them to you at an affordable price with the methods I currently have at hand.
