I had bid on the other project as well, with a longish proposal, saying how well I am suitable for this project.
Here I will cut all that and jump to all that I have found out since the last proposal.
A three legged PIR sensor, paired with a BISS0001 IC will give you a timed response based on the motion. This is by far the best method to use for motion detection, and get a timed response as it is cheap and simple, and trustfully works in a million applications. The output from this IC can be fed to one relay, controlling the HIGH brightness bulb, and to a NE555 IC, timed to trigger for 1 minute. So once motion is detected, the BISS IC sends a high pulse to the NE555 and the HIGH bulb relay. Once it goes off, the HIGH bulb turns off, but the one connected to NE555 output stays on for a duration of 1 minute.
Sounds simple, and is simple, also cheap and reliable.
I had mentioned PWMing and non-mechanical switches, but that will increase the costs a bit. It depends on how much you want to spend.
