I did a similar project with my undergraduate students as thesis at university. So I can familiar with the topic. I took a course on MQTT. I am familiar with Amazon AWS cloud services. (This system will not be feasible without a cloud server if you want to connect over internet. But you can configure the system with local network at begin.) It can be used by pulling out web pages from a server that will be installed on RaspberryPi without needing extra coding. I can reach you by carrying out the prototype as soon as possible. The MQTT broker server fee, shipping fee and possible extra fees must be paid by you.
