I would a file windows watching service to be developed which monitors a location (network/physical) and once a file is created or updated for it to fire an SSIS package. The service must work using a configuration file which should allow for the locations and ssis package to be configured, also must be able to cope with monitoring multiple locations and also be able to trigger on multiple sql servers.
