Jquery parallax scrolling web page

PLEASE READ FULL DESCRIPTION AND VIEW PAGE AND SAMPLE WEBSITES BEFORE BIDDING The website is done in HTML 5 with bootstrap css. We just need the code for the scrollmation on this page no navigation or anything else. [login to view URL] As the page scrolls down I need the boxes to highlight left to right. The circles below can all light at once. Next is the Assessment. It can start out white and change the word assessment and light bulb turn red like its glowing. Same with planning white to orange and have the character in the seat appear to be typing. As we scroll to development the characters on the right need to move in from the right hand side of the screen to the position they are in on the psd. Also the left column word should highlight top to bottom followed by right column top to bottom. Implementation the character needs to be turning the wrench. The orange starts out white and changes to orange. Evaluation starts out white and and changes to red, same with the magnifying glass and then changes to red. There should be a beam of red light that comes from the magnifying glass to the bottom of that section. Improvement starts white and goes orange and the arrow light orange from bottom to top. Maybe another character set moves in from the right with their arms in the air celebrating and confetti falling. The traced dotted line should move or highlight as the page is scrolled from top to bottom. We are also open to suggestions.
