Hello Sir, You want to develop a web application, where ordinary user can view the advertisement. Registered user needs to login to the system and they can post new advertisement and they can also update / modify their advertisement. All user can view the list of advertisement and details of them. Admin will have the authorization to approve / disapprove any advertisement (posted by registered user). Admin also have the authorization to add new post, or modify any existing post or delete the same. Admin will be able to deactivate any registered user. I think I have understood your requirement.
