Create internet shop as a game for learning flashcards

I am looking for a company to create a Web page and then I hope to develop and maintain it. I would like to create a portal as the game. THe webiste wil lteach language by flashcards and looks like similar to [login to view URL] But on our website the users are Noblemen and slowly gain the next level with the amount of known pieces. It means the more they know and but flashcard the higer is their rank. For example people who will be touched very much pieces reach the rank of Prince, etc. More details in the specification: Warunki service and payments -I pay at the end of the project as a whole, after finishing the all job, and not as part of it. Let's face it. No one will want to work on your code if u don't finish. - you agree on a penalty fixed by the contract in the amount of the cost of the project.
