Joomla website, custom extension, sportsbetting competition -- 2

Looking for a developer/company for a new Joomla based website. The site will focus on fun competitions in the area of sportsbetting. I need someone/company familiar with Joomla and able to create custom extensions. You must demonstrate your skill by showing existing work. I would prefer to find a person/company from eastern Europe. Preferably one who has standard extensions listed on the Joomla extensions site. However at the moment still open to anyone who is familiar with western culture, sportsbetting in general but most importantly someone who can communicate in the Queen's English. (yes, it's a term, look it up) On the website people must be able to create an account and participate in a fun competition. From a list they must select football matches where they think at least one goal will be scored. Whoever can manage the longest series of matches with at least one goal wins a prize. Over time different variations of this theme will need to be developed. In a nutshell, required is a data scraper for match fixtures, results and betting odds. Account management with small financial deposits. A custom extension managing the core competition, allow people to start a series, enter a selection of matches, process results and some minor admin support. All inside a Joomla website so component(s), modules and a template. There is no short deadline, up and running by the end of the year and i'm happy. I realize the info is not sufficient for a fixed price bid so please set a first estimate which is tentative only, you may mention a minimum and maximum range. This is enough to tell me if you are realistic. We will discuss the project at length before setting an actual fixed price. Make sure you include actual references to earlier Joomla work in your bid.
