I would like a interactive website designed and built, I am looking for someone that has a artistic graphic design back ground that also knows how to code. This person has to have a strong creative background. I don't need someone that will create some thing generic. The freelancer has to have illustration, photoshop, flash and html5 background. the website has to be simple but tasteful i want the drawing done in illustrator. i want the background to be interactive. Example "the background will be a city skyline it should and it should change colours base on weather condition outside." so if outside is sunny the background should have a sun.
