We would love to do this project as we are having couple of experts free from existing .net projects and there is a delay in the next project. In between they can finish this job and this resulted in such a low quote from us. We have experts in web service and we have started utilizing web service - starting from asmx files and to current webapi. Our expert level here is 8/10 for asmx and 6/10 for webapi. The project can be develop using .NET. For this i would split into 2 system. one is the Website for both administrator who manage the data a application and website for normal user to access the data.
