Online Coloring Book Application & Illustations for Pages

I am starting a non-profit website to promote positive self esteem and confidence in young girls of color who often don't see their images reflected in toys, games, dolls, stories, etc. This project ideally would be done by one person but if this proves challenging, I will break it up into two components. We would like someone to develop an online coloring book application that would allow kids to choose black/white coloring pictures and color them online. We would like it to have a minimum of 10 colors although up to 20 or more would be great. We want it to have the flood fill feature which allows zones of the image to be colored by the child choosing a color and then clicking in that zone. We want the kids to be able to print their completed online coloring book image and be able to print it. We also want them to be able to download the black/white image and have them print it and color it using their own crayons and markers. We want to own this online coloring book application and not pay any ongoing fees for use. If someone has already developed a similar application, we are more than open to looking at it as it doesn't have to be created from scratch. A second component for this project is taking generic coloring book pages and using them as inspiration to redraw in order to reflect images of a wide variety of kids of color. This would entail changes in facial features, hair styles, cloting, scenes, etc. We would like to initially have 5 images redrawn/created but will likely want more which we will do at a later time. We would also like to add at least 5 other generic online coloring book pictures (castles, flowers, puppies, etc.) If you have already developed these, they don't have to be created from scratch.
