Cloned Linux OS not showing on Static IP, but only on Internal IP

Our cloned Linux OS is unable to be shown online via Static IP , but is only able to be shown online via Internal IP, ie internal to the network like "192.168.1." from modem router. Prior to transferring this to second CPU, it was working. (i) Suspect this problem is due to spoofing of MAC address or address related issues. Even Webhosting Manager is not showing on statip ip:2087 but is only showing (not consistently, though) on internal ip:2087 (ii) Also, suspecting this problem is is related to /etc/udev/rules.d/[login to view URL], ie the 70-persistent.net.rules.
